Is jaywalking actually illegal?
In most US states, crossing outside a crosswalk against the rules remains technically illegal, punishable by small fines, and mostly unenforced. But the map is changing: California's Freedom to Walk Act, effective 2023, bars ticketing pedestrians who cross safely mid-block, and Virginia, Nevada, Kansas City, Denver, and others have decriminalized or deprioritized it, partly because enforcement data showed heavy racial disparities in who actually got ticketed.
The history is a genuine plot twist: jaywalking was manufactured. In the 1920s, streets belonged to pedestrians, and public opinion blamed cars for deaths. The auto industry ran a deliberate campaign, coining jay walker, jay meaning country rube, lobbying for ordinances, and staging ridicule, to shift blame onto walkers and claim the street for the automobile. Legal or not, the physics are not negotiable: cross where drivers can see you. The fine is trivial; the SUV is not.
