Form 1099-K is issued by payment settlement entities, meaning payment apps, online marketplaces, and card processors, reporting the gross payments they processed for you during the year. The federal reporting threshold was long 20,000 dollars and 200 transactions. Legislation lowered it substantially and the IRS phased the change in over several years, which is why people who sold a few items or received modest payments through an app have started receiving the form for the first time. Some states set their own lower thresholds independently.

Receiving one does not by itself mean you owe tax on the amount. The form reports gross transactions, not profit, and it can include money that was never income: friends reimbursing you for dinner, a roommate's share of rent, selling personal items for less than you paid, or refunds and processing fees embedded in the total. Payment apps ask you to tag transactions as personal or goods and services, and that tagging is what determines whether they report, so mislabeled personal transfers are a common source of unwanted forms.

How to handle it. If the amounts are business income, they belong on Schedule C with your expenses deducted against them. If you sold personal property at a loss, which is most used-goods sales, the loss is not deductible but the gross should be reported and offset so the IRS matching system does not flag unreported income, and the IRS has published specific instructions for doing that. If the form is simply wrong, contact the issuer for a corrected form, and keep documentation regardless, since a 1099-K the IRS has and you ignore is the pattern that generates automated notices.
