What is the national debt, and does it matter?

The national debt is the running total of federal borrowing, accumulated from every year the government spent more than it collected. It is distinct from the annual deficit, which is a single year's shortfall, and the two get conflated constantly in coverage. A meaningful portion is intragovernmental, owed by one part of the government to another such as the Social Security trust funds, while debt held by the public is the figure economists usually analyze. The standard comparison is debt as a share of GDP rather than the raw dollar amount, since an economy's capacity to carry debt scales with its size.

Whether it matters is genuinely contested among economists rather than settled. One camp emphasizes that a government borrowing in its own currency faces no involuntary default risk and that debt taken on for productive investment can pay for itself, pointing to Japan sustaining far higher ratios without crisis. Another emphasizes that rising debt service consumes budget space, that high debt limits the fiscal room to respond to the next recession or war, and that persistent borrowing can push up interest rates and crowd out private investment. What both sides largely agree on is that interest costs are the concrete near-term issue, since they rise mechanically with rates and are now among the largest line items in the federal budget, competing directly with everything else. The separate debt ceiling fight is about authorizing payment for spending Congress already approved, not about approving new spending, which is a distinction worth keeping straight.

The accumulated total of past deficits, money the federal government borrowed and has not repaid. Economists disagree sharply about the danger level; what most agree on is that interest costs crowd out other spending as rates rise.
