When did slavery actually end in the United States?

The Emancipation Proclamation, issued by Lincoln effective January 1, 1863, declared enslaved people free in states then in rebellion. It deliberately excluded border states that had remained in the Union and Confederate areas already under federal control, because Lincoln issued it as a war measure under his authority as commander in chief rather than as general legislation, and its immediate practical effect depended on Union armies reaching a given place. It did, however, transform the war's purpose and authorized Black men to serve in the Union military, which roughly 200,000 did.

Legal abolition throughout the country came with the Thirteenth Amendment, passed by Congress in January 1865 and ratified on December 6, 1865. Juneteenth, June 19, commemorates the date in 1865 when Union troops arrived in Galveston, Texas, and announced emancipation to the last major concentration of enslaved people in the Confederacy, more than two years after the Proclamation. It became a federal holiday in 2021.

Two important qualifications. The Thirteenth Amendment prohibits slavery and involuntary servitude except as punishment for crime, and that exception was exploited through convict leasing and vagrancy laws in the postwar South, producing systems of forced labor that persisted for decades and whose legacy remains a live subject of legal and political argument, with several states amending their own constitutions in recent years to remove similar language. And abolition did not confer citizenship or civil rights, which required the Fourteenth and Fifteenth Amendments, whose guarantees were then substantially nullified in practice for nearly a century.
