Why does it snow sometimes instead of rain?
Whether precipitation reaches you as snow or rain depends mostly on the temperature of the air it falls through on its way down. High up in clouds where precipitation forms, it is often cold enough that water freezes into ice crystals, which grow into snowflakes, so a lot of precipitation actually begins as snow up in the atmosphere even in summer. What matters is what happens as those snowflakes fall through the layers of air below. If the air all the way down to the ground stays at or below freezing, the flakes stay frozen and you get snow. If the falling snow passes through a layer of air that is above freezing, it melts into raindrops, and if the ground-level air is also above freezing, it arrives as plain rain. So the same cloud can produce snow or rain depending on the temperature profile of the air column beneath it.
The in-between cases produce the other winter precipitation types, which are all variations on partial melting and refreezing. Sleet happens when snow melts into rain in a warm layer, then refreezes into ice pellets when it passes through a cold layer near the ground. Freezing rain happens when snow melts completely into rain, stays liquid as it falls through air that is only slightly below freezing, and then freezes on contact with cold surfaces, coating everything in a dangerous glaze of ice. This is why the exact temperature, and how it is layered at different heights, makes the difference between a fluffy snowfall, a slushy mix, treacherous sleet, or an ice storm, and why forecasters watch the vertical temperature profile so closely in winter. It is also why snow can fall when the ground temperature is a bit above freezing (the flakes had a cold path down and not enough warmth to fully melt), and why a storm can switch between rain and snow as temperatures shift by just a few degrees. So the short answer: precipitation often starts as snow aloft, and whether it lands as snow or rain is decided by the temperatures of the air it falls through, freezing all the way for snow, a warm layer to melt it for rain, and partial melting and refreezing for sleet and freezing rain.
It comes down to the temperature the precipitation falls through. Snow forms in cold clouds and stays snow if the air below stays freezing all the way down. If it passes through warmer air, it melts into rain, or partway into sleet.
