How does a world record actually get certified?

Every sport has a governing body that ratifies records against a written standard, and a performance that misses any element simply does not count regardless of what the stopwatch showed. In track and field, World Athletics requires fully automatic timing, a certified track measured to specification, approved equipment, and for sprints and horizontal jumps a following wind no stronger than 2.0 meters per second. The athlete must also pass a doping control test taken at the event. Ratification typically takes weeks or months, which is why announcers say pending ratification.

The wind rule is the one that produces the most heartbreak, since a sprinter can run the fastest time in history and have it voided by a gust reading 2.1. Altitude is permitted, which is why records set in thin air at high elevation stand despite the aerodynamic advantage, a long-criticized inconsistency. Other sports have their own gatekeeping: swimming records require approved suits and a certified pool length, weightlifting requires calibrated plates and specific competition conditions, and chess ratings follow a formula rather than a record. Guinness World Records, which most people picture when they hear the phrase, is a private publisher with its own separate criteria and is not the authority for any sport that has its own federation.
