How does a bill actually become a law?
The civics-class version is real: a bill is introduced in the House or Senate, goes to committee, passes one chamber, then the other, and any differences get reconciled so both chambers approve identical text. The president then signs it, vetoes it, or ignores it, ten days of silence enacts it if Congress is in session and pocket-vetoes it if not. Congress can override a veto with two-thirds of both chambers, which is rare.
What the diagram undersells is the mortality rate. Tens of thousands of bills get introduced per two-year Congress and only a few percent become law, with committees serving as the killing floor: most bills die there without a vote, quietly, which is by design.
The modern wrinkle is the Senate filibuster, which effectively requires 60 votes for most legislation, and the resulting practice of packing must-pass omnibus bills with everything else. Schoolhouse Rock remains directionally correct; it just had a happier protagonist than most bills get.
Both chambers must pass identical text, then the president signs or vetoes, with a two-thirds override available. The Schoolhouse Rock version is accurate; it just omits that committees kill about 90 percent of bills.
