What does a mayor actually do?

There are two dominant structures and they produce very different jobs. In a strong-mayor system, the mayor is a genuine chief executive: proposing and administering the budget, appointing and removing department heads, and often holding veto power over council legislation. In a council-manager system, common in mid-sized American cities, an appointed professional city manager runs day-to-day operations and the mayor is largely a presiding officer and public face, sometimes with no more voting power than any council member. Which structure your city uses is set by its charter, and residents frequently misjudge how much power the office holds.

What mayors influence in either case is substantial and underappreciated, because cities control the services people touch daily: police and fire, trash collection, water and sewer, local roads, zoning and permitting, parks, and often schools through related boards. Zoning in particular shapes housing costs, development, and segregation patterns more than most residents realize. Mayors also negotiate with unions, manage emergencies, and compete for state and federal funding. Local elections determine all of this and consistently draw a fraction of the turnout of presidential races, often under twenty percent, which means these offices are typically decided by a small, unrepresentative slice of residents, a gap that is one of the more consequential and least discussed features of American civic life.
