What does a school board actually control?

A local school board is the governing body of a school district, generally elected, and its authority is more operational than most residents realize. It adopts the district budget and sets the local tax levy where state law permits, hires and evaluates the superintendent, who is the single most consequential personnel decision it makes, approves collective bargaining agreements with teachers and staff, sets attendance boundaries and decides on school openings and closures, approves the academic calendar, and adopts policies on discipline, student conduct, and the selection of curriculum materials within state frameworks.

What it generally does not control is equally important. Academic standards and graduation requirements are typically set at the state level, as are teacher certification rules and standardized testing regimes. Federal law imposes requirements around civil rights, students with disabilities under IDEA, and student privacy under FERPA that a local board cannot override. So a board can decide which textbooks to purchase and how a subject is taught within the standards, but it cannot set what the state requires students to know.

Two things make these positions unusually consequential relative to attention paid. School spending is typically the largest item in local budgets and is funded substantially by property taxes, so board decisions affect both education and tax bills directly. And turnout in school board elections is frequently very low, often in the single digits or low teens as a percentage of eligible voters, and many races are uncontested, which means a small organized group can determine outcomes. Meetings are open to the public under state open meetings laws, agendas and minutes are public records, and public comment periods are generally required, all of which are available to residents who want to influence decisions between elections rather than only at them.
