What does a state governor actually do?

A governor is a state's chief executive, and the office carries real operational power over the functions people encounter most: highways and transportation, public universities and K-12 funding, Medicaid administration, state police, corrections, environmental and business regulation, and emergency management. Governors propose a state budget and sign or veto the legislature's version, and most hold a line-item veto over specific spending provisions, a power the president does not have. They appoint agency heads and, in many states, judges, and they hold clemency and pardon authority for state offenses. They also command the state National Guard unless it is federalized.

Two features shape how the job actually operates. Nearly every state requires a balanced budget, which means a governor cannot deficit-spend through a downturn the way the federal government can, and that constraint drives most of the hard decisions in the office. And executive power varies considerably by state constitution: some states elect the attorney general, secretary of state, and treasurer separately, so a governor may share executive authority with independently elected officials from an opposing party. Governors also gained visible emergency powers in recent years, and the scope of those powers has been actively litigated in many states since. Given that states run elections, criminal justice, education, and public health, the office is frequently more consequential to a resident's daily life than any single federal position.
